Some basic instructions have been added in "BUILD" in the root folder.

Should be fixed in RC3.

Okay, this halfway works, but I have to move the QuickPwn GUI app, dlls, and data into the same directory as the IPSW for it to pass the IPSW verification.

It's a problem with Windows XP and the packaging.

running ipsw and including bundles/Cydia.tar fails to create custom.ipsw. If only bundles/BootNeuter.tar is included, custom.ipsw is created successfully.
